Elbon Watch Circa 1940s?

This watch belonged to my uncle who passed away in 1951. It was working at the time of his passing and has not to the best of my knowledge been worn or used since. I am not an expert on watches so I do not know if it is as simple as replacing a battery or if the watch would need any additional work. I have attached a photo with a tape measure so that you can appropriately gauge size...
