The watch runs when wound however hasn’t been tested for accuracy so is sold as-is for parts or restoration. The old (and most likely original) gaskets are crumbling so it should not be exposed to water before servicing. The band is very pliable and looks to be a new replacement and the bezel is heavily used and spins with effort, but it should be smoothed before regular use since whatever dents are present could deepen any scratches to the case....
