This is RAKETA Russian Braille watch for blind peopleMechanical movement RAKETA 260 1. H with 19 ruby jewels, hand-wound. The Braille watch appears to use a chrome plated case with a snap-on stainless steel back. The case measures 38 mm wide at its widest point (diagonally) and is 34 mm directly across the face (37 mm with the crown).
