Vintage Seiko 7a28-7039 Quartz Chronograph Watch.

Everything looks to be in working order. All the hands move freely and synchro is good. I had it replaced new battery from local watchmaker and set it the time. Quartz accurate Watch. What I don’t understand is why the main center seconds hand works fast but don’t stay at the 12 o’clock. The dial is excellent as the markers are but the crystal shows a couple scratches and the bezel is very clean with very minor rubbing. The bracelet is the original one and will fit up to 7”.
